After the quarter-final match between Uruguay and France got over, there was only one thing on the minds of those related to Arsenal.
That would be realization that the club could finally complete the signing of Lucas Torreira. This was confirmed by respected BBC journalist David Ornstein, who had the following to say:

Ornstein is known for being very reliable when it comes to Arsenal news so this is a welcome sign for everyone involved. Torreira was once again impressive for a Uruguay side that was unable to beat France.
It is thought that the deal will be completed next week and that Arsenal will be finally able to show Torreira as a Gunner. The good news for fans is that the deal was done before the World Cup or else the Gunners would have had to pay a lot more, based on the performances of the midfielder.
Torreira is coming off the back of a very impressive campaign for his club Sampdoria and it is no surprise that he has attracted a lot of attention. Arsenal are getting a player who is full of potential and they will hope that he will be able to showcase his talents at the Emirates.
New manager Unai Emery plans to do some restructuring to the squad and that is already underway with the signings that the club has made. When the deal is made official, Torreira will become the fourth player to join the Gunners in the summer transfer window.
